Brazil torture victims want army to open records (details)
The Brazilian government has proposed setting up a truth commission as part of the country's National Program on Human Rights.  The Commission will handle disappearances, murders, and torture cases carried out by the security forces during the period of military rule.  However, human rights groups such as Tortura Nunca Mais (Torture Never Again) are concerned that the military will not open its archives to the commission and that no soldiers will ever be charged for human rights violations.
