Reason:

Jean-Claude Duvalier was the President of Haiti from 1971 until 1986.  He took over after his father, known as Francois "Papa Doc" Duvalier, died in 1971.  Jean-Claude, known as "Baby Doc," has been accused of embezzlement and continuing his father's reign of terror.  In a public statement, he said: "Thousands were assassinated cowardly, burned, grilled, burned with tires."  As of 2011, Jean-Claude is facing charges of corruption and crimes against humanity.

Summary:

Jean-Claude Duvalier returned to Haiti from exile on 21 January 2011.  Duvalier said, "I take this opportunity to express once again my profound sadness for those of my fellow citizens who genuinely see themselves as victims under my government."  Although Duvalier expressed regret, he did not offer an apology.
